The $540 million top prize is a figure that has never been seen before, and it has potential winners drooling at the idea of becoming one of the richest people in the country.&#8221;I seriously don&#8217;t even know what I would do with that kind of money,&#8221; said Marion Blanchard, of Ohio. &#8220;I would imagine I would be giving a lot of the money away to charity, and to family and friends who need help. Heck, I could survive comfortably for the rest of my life with just $1 million, never mind $500 million. Wow, that would be something.&#8221;Lawmakers in the 42 states where the Mega Millions operates are equally excited about the prospects of one of their residents winning the top prize. All states have varying tax rates that lottery winners must pay, but with a number as large as $540 million, the chunk going to the government will be substantial regardless of the tax rate.&#8221;I would imagine that tens of millions of dollars would go a long way towards closing budget deficits in many states,&#8221; said Gaming Analyst Brad Dawkins. &#8220;I think outside of California, any state that offers the Mega Millions lottery would be thrilled to have one of their own win that type of cash.&#8221;California does not stand to prosper from a native winner. The state does not tax lottery winnings, a stark contrast to New York, a state that charges winners nearly eight percent. Ohio would also stand to gain over $20 million should an Ohioan win the grand prize.Recent years have seen a boom of major casino gambling in the US, and state lotteries have also expanded. Dozens of states are considering taking their lottery sales online, and they received a boost in December when the Department of Justice issued an opinion that only sports betting is illegal under the Wire Act. That left the door open for other forms of online gambling, such as the lottery, to be offered to local residents.The Mega Millions lottery and the Powerball lottery are the two most prevalent interstate lotteries in the country. Until now, Powerball held the record for top jackpot figure, but the amount of people purchasing tickets for Friday&#8217;s Mega Millions drawing has moved the current Mega Millions jackpot into first place all-time. Trump, who once again has control over his three eponymous casinos in Atlantic City, said the bill is a good idea, helping to make Internet gaming benefit the public good.Several land-based casino operators, led by Steve Wynn of Wynn Resorts, are still adamantly opposed to allowing US residents to gamble online. Many have feared that Internet casinos will drain their already depleted customer base.But Trump says that properly managed casinos have &#8220;nothing to fear&#8221; from online casinos. He said competition makes the industry stronger, and can&#8217;t be blocked anyway.&#8221;Online gaming is going to happen, so we might as well have it work to the public&#8217;s advantage,&#8221; said Trump to the New York Post. &#8220;Why lose all those billions of revenue?&#8221;While gaming foes accuse supporters of being funded by overseas gambling companies, existing US gaming such as tribal casinos and land casinos have lobbied heavily for continued protectionism. 			<content:encoded><![CDATA[<p>U.S. Gaming Survey Finds Support for Online Poker <br />   The U.S. Gaming Survey, founding by a research group over 30 of online gambling, conducted a survey in December with the Poker Players Alliance and found a strong support for regulated online poker. The survey had 8,000 respondents from all 50 states as well as Puerto Rico. The general demographic was 30-60 years old with income of over $50,000 a year. There were some interesting answers to some of the questions. For example it was asked: Did Black Friday have any effect on their poker playing habits? 41% said they did stop playing online poker due to Black Friday and 5% said they stopped for other reasons. 54% said they are still playing poker on offshore sites despite Black Friday. To the question: Would Americans change their land based casino play if online poker was regulated and available? There was another surprise as 70% of respondents did not care who runs the online poker rooms as long as they got the best experience for their money. 20% preferred the current casinos or online poker sites ran the poker rooms and 8% said they preferred the sites to be run by the states. A more expected response comes from the question; Do most respondents consider poker a game of skill? Yes was the almost unanimous result. There was one more interesting results from the survey and that was that unlike what many U.S. politicians thought, respondents to this survey spent very little on online poker. Only 10% said they spent over $250 a week playing online poker. 70% said they spent less than $100. This is far less than a Harvard University study said that land based gamblers spent. The issue in question is how the Wire Act of 1961 affects various forms of online gambling.  The Department of Justice has explained that its legal counsel has looked more carefully at the Wire Act, and is of the opinion that the act is not about all forms of online gambling, and only about sports gambling. Up until now, the federal authorities in the United States used the Wire Act to prohibit all forms of online gambling.  The Wire Act was not used in isolation since the UIGEA (Unlawful Internet Gambling Enforcement Act) has effectively rendered online gambling illegal in the United States since it bans all online gambling transactions. However, many of the prohibitions to do with online gambling in the US have recently been connected to the Wire Act.  The statement from the United States Department of Justice included the following: The Department of Justices view is and has been for some time that all forms of Internet gambling, including sports wagering, casino games and card games, are illegal under federal law. While many of the federal statutes do not use the term Internet gambling, we believe that the statutory language is sufficient to cover it.  The statement further noted: The Criminal Divisions premise is incorrect and that the Wire Act prohibits only the transmission of communications related to bets or wagers on sporting events or contests.&#8221;  While this will affect how online gambling is looked at in a legal sense, there are other issues that need to be addressed. For example, the American Gaming Association is still of the opinion that online gambling needs to be regulated and legalized on a federal level. John Pappas, executive director of the Poker Players Alliance, appeared last week on MSNBC for a brief discussion of the bill authored by Barney Frank seeking to regulate online poker. Tim Kelly, a professor of psychology who served as executive director of the National Gambling Impact Study Commission, was on hand to speak against the bill.Pappas told the network poker players from bipartisan backgrounds have united behind Frank, as the essential issue involved in the Internet gambling debate is about freedom. He said that while Frank may not carry the support of all the PPA members in other areas, he has come to be a symbol of liberty due to this bill.Kelly wisecracked that the Internet poker bill is being brought by &#8220;the same people who brought us sub-prime mortgages,&#8221; referring to the moves by the House Financial Services Committee contributing to the mortgage meltdown. He also advanced the constant misrepresentation by gaming foes that passing 5the bill means opening a casino in every household.Pappas responded that the ban favored by Kelly and his allies has failed to meet their own criteria for rejecting online gambling. Pappas offered that &#8220;the current law protects not a single child nor a single problem gambler.&#8221;When Kelly said revenue claims from licensing online poker sites are effectively taxing the poor, Pappas corrected him, pointing out that gambling winnings are already officialy taxed, and that any new revenue would come at the excpense of overseas operators who ciurrently pay no US tax.Kelly also said the US should not be condoning gambling behavior, while Pappas returned to a Frank tenet, that there is a wide difference between government allowing its citizens freedom to choose and sanctioning the activity, the area in which personal liberty falls. 			<content:encoded><![CDATA[<p>Ontario Inching Closer to Online Gambling <br />   The Ontario Lottery and Gaming Corp. have sent out a request for proposals from online gaming companies to seek help in running an online gambling operation in Ontario. The move could bring in an estimated $100 million over five years and says that $450 million is annually wagered over the web by Ontarians. There are several provinces already in the online gambling market and according to lottery spokesman Tony Bitonti we want to . . . get this right the first time. It is the plan of the OLG to phase in online gambling within the providence starting as early as next year. OLG promises responsible gambling with features such as self-control options that will pop up asking if they may be playing too much and maybe, according to Bitonti, online chats with counselors. There will also be an age verification system to help control minors coming onto the site. Not everyone is in agreement however as Progressive Conservative Leader Tim Hudak has said;  The bottom line for me is (that) trusting Dalton McGuinty with a new revenue source is like giving the keys to the liquor cabinet to teenagers and going away for the weekend. 			<content:encoded><![CDATA[<p>MGM Resorts Announces Alliance with Bwin.Party Digital Entertainment <br /> With billions on the line, people like Donald Trump and the major casino companies are rushing to get into the right position to take advantage of if and when the United States regulates online gambling. The MGM Resorts announced this week their poker alliance with Bwin.Party Digital Entertainment, the company that owns Party Poker, the second largest online poker service worldwide and the World Poker Tour. Jim Murren, chief of MGM Resorts said in a statement;  MGM is proud to have bwin.party as our partner as they have the assets and experience that, combined with our brands, can ensure a secure, fair and entertaining online poker experience.  Of course this is all contingent on an online gambling regulatory regime being started on either a local or state level. This bet on an online regulation seems to be where all the big money is heading. Boyd Gaming also announced it is entered into an online poker alliance with Bwin.Party as well. According to Jim Ryan, co-chief executive of Bwin.party they have been working on both these alliances for the past 18 months. Bwin.party is slated to own 65% of the proposed joint venture, while MGM will own 25% and Boyd will own 10%. Bwin.Party will also license its technology to both MGM and Boyd so they can offer online poker under their own brands as well. According to Ryan, The intention of the joint venture is to take the PartyPoker brand and the World Poker Tour brand and our operating expertise and combine that with the regulatory expertise of MGM and Boyd. Effectively you will have four brands in the U.S. and all four brands will be acquiring players and putting them in one hub, one poker network. The U.S. poker market has been the worlds largest even as the U.S. trys to curtail as much as it can. Now, the U.S. casino industry has made an about face and is pushing for regulation to regulate online gambling market either on the state or federal level.
